Forto: The Consortium opted for Sirius 2010 to withdraw from the Digitalisation Project and OIV Zagreb is taking over all activities

The Consortium for the implementation of the Digitalisation Project of PBS services in Bosnia and Herzegovina submitted to the Ministry of Communications and Transport of Bosnia and Herzegovina a statement regarding the Project implementation with the proposal that Sirius 2010 withdraw from the Contract, and that Odašiljači i veze Zagreb take over all the rights and obligations stemming from the Contract with the Ministry, including collection of already issued invoices in the amount of more than KM one million for the activities implemented so far.

Thus, the Consortium responded to the clearly expressed position of the state-level Minister of Communications and Transport, Edin Forto, of not wanting to jeopardise the digitalisation project of RTV signal given that Bosnia and Herzegovina has remained the last country in Europe that has not jet digitalised the RTV signal, but without violating the sanctions imposed by the US administration either.

The holder of the Sirius 2010 Group of Bidders was included in the list of entities sanctioned by the US Office of Foreign Assets Control (OFAC), which, according to the statement from the Consortium, could jeopardise the implementation of the Agreement "bearing in mind that Sirius, as a leading member of the Group of Bidders, in accordance with the Contract with the Client, is supposed to collect payments from the Client, which was made impossible due to the closing of SIRIUS' accounts with commercial banks".

In a statement by the OIV Company, the management stated that the Company "is fully capable and willing to undertake the fulfilment of the obligations of the Consortium independently" and that it would provide evidence of its ability to continue the implementation of the Contract, including the submission of a new OIV bank guarantee for the proper execution of the Contract, which would replace the existing SIRIUS bank guarantee.

The Group of Bidders stated that they had duly recognised that the Digitization Project is of exceptional importance for the Ministry and of special public interest.

Minister Forto announced that in the decision-making process on further activities of the Digitisation Project, relevant state institutions will be consulted, as well as the Ministry's practice under similar circumstances in the past.
