Decision on the Proposal of the Decision to extend the validity of vehicle registration in Bosnia and Herzegovina

Since the emergence of the infectious disease caused by the new coronavirus (COVID-19), difficulties have been created in carrying out pre-registration checks and due to the fact other countries have taken the same or similar measures, the Ministry of Communications and Transport of Bosnia and Herzegovina has proposed a Decision to extend the validity of vehicle registration in Bosnia and Herzegovina.



The reasons for such measure are manifold. One of the main reasons is the difficulty in performing technical inspections, especially the checks that precede technical inspection and the registration, such as inspection of devices in alternatively fuelled vehicles (inspection of devices for gas-powered vehicles and the like). The second reason is the physical contact with the employees during the registration process and the contact between the persons who are waiting for the vehicle registration. Another problem is the legal obligation to return the vehicle number plates to the competent interior affairs authority after the expiration of the registration, especially if they are not extended, and particularly in case of registering commercial vehicles of transport companies that are specifically affected by the current pandemic. There are also vehicles that were left abroad due to the pandemic and in the meantime their registration has expired.

As an example was used the decision of the Government of the Republic of Slovenia to extend all vehicle registrations that expire in the period from 16 March to 16 April until 16 May 2020, of which we have been informed through the Ministry of Foreign Affairs of Bosnia and Herzegovina.

The proposal of the Ministry of Communications and Transport of Bosnia and Herzegovina reads as follows: "In order to be able to participate in road traffic in Bosnia and Herzegovina, for all vehicles subject to registration requirement and whose registration certificate expired after 15 March 2020, the validity of the registration shall be extended until 30 April 2020. Owner or driver of a vehicle using the vehicle in traffic whose registration certificate expired after 15 March 2020 must have a valid insurance policy for the vehicle in order to avoid the adverse consequences of a traffic accident.”

Upon termination of the validity of this decision, all vehicles would be required to undergo a regular vehicle registration procedure, in accordance with the provisions of the Law on Basics of Road Traffic Safety in Bosnia and Herzegovina. It is our belief that such proposal would allow the requirements that, if necessary, the vehicles are used in Bosnia and Herzegovina in accordance with positive legislation, and that by adopting this decision, the negative effects in the area of vehicle registration caused by the new coronavirus will be minimised, especially from the point of view of official authorities responsible for carrying out this work.

At the session of the BiH Council of Ministers held today, 1 April 2020, this proposal was not fully approved and taking the decision was postponed, primarily because a request was made to further agree on the proposed decision with the FBiH Ministry of Transport and Communications due to remarks made and in order to ensure agreement between all competent authorities. We expect this decision to be discussed at the next session, after the Federal Ministry of Transport and Communication has submitted its proposals.
