Introducing international working group for transport facilitation and licencing system digitalisation in international passenger transport agreed

In accordance with the agreements on international road transport of passengers and goods, the Ministry of Capital Investments of Montenegro organised meetings in Podgorica 9 – 10 November 2021 between the joint commissions of Bosnia and Herzegovina, the Republic of Croatia, the Republic of Serbia and Montenegro.

On the first day, the delegation of Bosnia and Herzegovina held bilateral meetings with the delegations of the Republic of Croatia and Montenegro, respectively, whereas a bilateral meeting between the delegation of Bosnia and Herzegovina and the Republic of Serbia was held the next day.

At the end of the second day, a multilateral meeting between the delegations was held in which different topics were discussed, such as the impact of adopted coronavirus measures on road transport of passengers and goods, intercity and international road transport of passengers, green corridors functioning, cooperation between road transport authorities, and introduction of mechanisms to accelerate transport at border crossings between these countries. The meeting was opened by the Minister of Capital Investments of Montenegro, Mladen Bojanić.

Following the meetings, the Joint Protocol was signed, formalising the agreement reached by the delegations to:

-          consider the possibilities and take measures in order to fully digitize the process of issuing international permits for passenger transport, with the aim of improving the business operations in the competent ministries. Forming of a joint working group was agreed tasked with drafting proposals to conduct digitization of this action and the accompanying procedures, taking into account the existing legislation;

-          due to detention of busses and trucks, undertake all measures to ensure that the border-crossing and customs checks are conducted as efficiently as possible. The implementation of this initiative will also be entrusted to the above joint working group, taking into account the existing initiatives and acknowledging the contribution and support that the Transport Community Permanent Secretariat may offer, especially through the implementation of the regional Action Plan for transport facilitation;

-          improve the method of mutually informing of individual measures taken in each country to prevent the spread of the pandemic in order for carriers to receive timely and accurate information from the competent authorities.

In addition to the regional activities within the Transport Community, this meeting opened a new way of cooperation between the countries in solving practical issues and challenges with the aim of ensuring smooth international road transport.
