Forto: We have adopted the Report of the Audit Office of the Institutions of BiH that some predecessors will not like

Multiannual problems regarding entrusted public tasks under the competence of the Ministry of Communications and Transport of Bosnia and Herzegovina have finally been fully analysed and compiled in the Report of the Audit Office of the Institutions of BiH on the performance audit “Entrusted public tasks under the competence of the institutions of BiH: case study: Ministry of Communications and Transport of BiH” that has been adopted today by the Council of Ministers of BiH.

At the very beginning of its mandate, Minister Forto asked that an internal audit be carried out following allegations against the Ministry of non-transparent award of contracts and entrusting of public services, after which the Ministry was informed that the issue of entrusting public services would be the subject of an audit by the Audit Office of the Institutions of BiH.

“The Office has made recommendations based on which I have already ordered the preparation of an Action Plan for their enforcement. Such activities will include legislative amendments, regulation of the method of collection and distribution of revenues incurred by performed public tasks, review of the existing and adoption of new pricelists for services, ensuring transparent assignment of works under the competence of the Ministry, and, in particular, establishing of a functional supervision over the performance of entrusted tasks. We are currently doing it, although such mechanism should have been established a decade ago”, said Minister Forto.

He noted that there is a lot of work ahead of the Ministry with the aim of a systematic ordering in this area and that he is pleased that the Report will also be discussed by the Parliamentary Assembly of Bosnia and Herzegovina, especially its line Commission, where proposals will be considered aimed at better regulation of this area according to the highest standards.

It is a systematic reform that will require time and active engagement of both the executive and legislative authorities given the fact that non-regulation of this area has been tolerated for more than a decade.
